Matthew Franks was born and raised in West Plains, Missouri, where he attended Junction Hill Elementary and West Plains High School. He was actively involved in FFA during high school. Elected to assistant Chapter Officer positions his freshman and sophomore years and Chapter President his Junior and Senior years. Matthew was also elected as an Area 10 FFA and State Camp Officer. During his time in FFA, he received many awards, including Star Chapter Greenhand, Star Chapter Farmer, and Star Chapter Agri-businessman. Matthew received his State FFA Degree and National FFA Degree and was a member of the National Vocational Honor Society. Matthew obtained an associate's and Bachelor's degree in Criminal Justice through the University of Colorado and took agriculture classes at Missouri State University-West Plains. Matthew has served as an EMT, Volunteer Firefighter, Emergency 911 dispatcher, Howell County Sheriff's Department Reserve Deputy, and Full-Time West Plains Police Officer. Matthew has been employed since 2009 by the Missouri Department of Conservation as the Conservation Agent for Howell County. He enjoys working with landowners on their property and offering habitat advice to maximize their property to its fullest potential to attract wildlife and raise livestock.

Matt is happily married to his wife of 14 years, Kayla. They have two girls, ages 12 and 8. They live on a farm where they run a commercial beef cow-calf operation partnership with his 86-year-old grandpa. Matthew and his family are members of the First Baptist Church of West Plains.
He serves on several boards of directors, including the Junction Hill C-12 School Board, Howell County Farm Bureau board, Pioneer Saddle Club Board, West Plains FFA Advisory Board, Past President of the West Plains FFA Alumni Association, Local National Wild Turkey Federation Chapter Committee Member, Local Quail Forever Chapter Committee Member.
